What is a fair rent for an apartment in Brussels?

For a two-bedroom apartment of 85 m², the reference rent in Brussels runs from €700 to €1,029 a month depending on the statistical sector, around a median of €920. The size, condition and comfort of the home move it further.

Is the reference rent binding?

It sets the line for an excessive rent: Brussels leases must mention it, and a rent more than 20% above it is presumed excessive. The joint rental committee can give an opinion, and the justice of the peace decides. A landlord may still ask more, so use it as your anchor in any negotiation.

How is the reference rent computed?

The grid, published by the Brussels-Capital Region on loyers.brussels, is based on the statistical sector, dwelling type, number of bedrooms, floor area, build era, energy performance and comfort options. It's recalibrated with a rent index.

Is a rent far below the reference a red flag?

Often, yes. A flat offered well under the grid, by a landlord who asks for a deposit before any viewing, is the classic pattern of a rental scam. Never pay before you have seen the home and signed the lease.

Many ads ask more than this table: a terrace or garden, a garage, a second bathroom or a better energy class raises the reference. Whatever other ads ask, the line that counts is 20% above the reference of the home you rent, which loyers.brussels calculates from its address and features.

Before you sign a lease in Brussels

Ask for the reference rent: The ad and the lease must state the reference rent of the home and its surface; if the ad leaves them out, ask before the viewing. Then compare the rent, before charges, with that reference: more than 20% above it, the rent is presumed excessive.
Energy certificate and registration: The landlord must give you the energy certificate (PEB) before you sign, and register the lease within two months, for free. Until both are done, the rent can’t be indexed.
A rent above the line: Tell the landlord before you sign: since 1 May 2025, a landlord may not offer an excessive rent. If you sign anyway, the revision described below stays open to you.

Already renting in Brussels?

Your rent against the grid: Since 1 May 2025 the 20% rule has covered every Brussels lease, existing ones included. Calculate the reference for your own home on loyers.brussels. If your rent is more than 20% above it, it is presumed excessive, unless the landlord shows substantial comfort features the grid does not count.
Excessive even below the line: If the home has a substantial defect, such as no equipped kitchen, no heating or hot water, no meters of its own, no lift above the third floor, or a toilet reached only through the common parts, the rent is presumed excessive even when it is less than 20% above the reference, or below it.
Asking for a revision: You can ask for one from the third month of a short lease of more than one year, and from the fourth month of a longer lease. Write to the landlord first. You can then ask the joint rental committee (Commission paritaire locative) for an opinion: free, given within two months, binding on no one. For three months after you ask it, a notice to quit from the landlord is suspended. Without an agreement, the justice of the peace decides, and the new rent can take effect as early as four months before the case was filed.
Indexation: The landlord can index the rent once a year, on the lease’s anniversary, after asking in writing, and no further back than the three months before the request. There’s no indexation while the lease is unregistered or you haven’t been given the energy certificate (PEB). A lease that began on or after 14 October 2022 is indexed in full; on an earlier one, a home rated E, F or G is indexed less, through a correction factor, until a better certificate is issued. A rent you think excessive doesn’t stop the indexation: a revision is what brings it down.
